India’s green hydrogen strategy, which aims to position the country as a global leader, is gaining momentum with a mass of strategic initiatives and collaborative efforts by the Indian government and businesses. In 2025, developments started to pick up the pace through John Cockerill’s scaling up of its electrolyser capacity, with EU-India joint research calls and the start of billion-dollar export-oriented projects in Andhra Pradesh. In addition, India’s National Green Hydrogen Mission plays a key role and is deeply aligned with these goals in helping India meet their objectives of producing 5 MMT of green hydrogen by 2030. Innovation is led by industry and government, investment is made into infrastructure, and international partnerships are forged for the scaling up of clean energy adoption.
John Cockerill targets 2 GW green hydrogen electrolyser capacity in India by 2029
On May 12, 2025, John Cockerill planned to expand on green hydrogen in India with AM Green (a Greenko group entity). The company plans to ramp up its electrolyser manufacturing capacity from a planned 1 GW to 2 GW in 2029. The pressurized alkaline electrolyser technology for industrial-scale use will be deployed at a facility in Kakinada, Andhra Pradesh.
This project has also been allocated a Production Linked Incentive (PLI) for 300 MW per year and has already won major orders from AM Green for downstream green ammonia and methanol applications. Adding to this, John Cockerill is exploring the potential of modular concentrated solar power (CSP) systems to allow the Indian renewable energy ecosystem to provide a breeding ground for revenue-generating innovation in other sectors along the supply chain.
The JV with AM Green aims at 2 GW electrolyser capacity in India by 2029.
Under India’s green hydrogen initiative, a PLI of 300 MW per year is secured.
Supply committed for downstream integration to green ammonia and methanol production.
Identified that the next area for innovation and scale is modular CSP systems.
The company is also exploring diversification into adjacent clean tech sectors such as nuclear servicing and low-carbon steel solutions.
India – EU Launch INR 391 Cr Collaborative Research Initiative on Marine Litter and Waste to Hydrogen
In a strategic move under the India-EU Trade and Technology Council (TTC), India and the European Union have launched two major coordinated research calls focused on Marine Plastic Litter (MPL) and Waste to Green Hydrogen (W2GH).
With a joint investment of INR 391 crore (~ €41 million), the initiatives focus on two coordinated calls in the areas of Marine Plastic Litter (MPL) and Waste to Green Hydrogen (W2GH), co-funded by Horizon Europe—the EU’s research and innovation framework programme—and the Government of India.
Marine Plastic Litter (MPL) Call:
Budget: India/MoES INR 90 Crore | EU €12 million
Objectives: Develop tools to detect and assess micro/nanoplastics as pollutants, bioaccumulation within the food chain, and chemical mitigation technologies.
Outcome: Data-driven policy support and technological solutions to attack marine pollution.

Waste to Green Hydrogen (W2GH) Call:
Budget: India/MNRE INR 90 Crore EU | €10 Million
Focus: Hydrogen production from biogenic wastes by advanced catalytic, electrochemical, and biological methods.
Goals: High carbon-to-hydrogen yield, lower GHG emissions (or negative footprint), reduced costs, and minimized environmental impact.
Call Opened on: 15 May 2025.
The objective of these initiatives is to connect researchers, startups and industries from India and the EU for developing sustainable, scalable solutions with global impact.
Juno Joule, Select Energy to develop export-oriented Green Hydrogen Facility in Andhra Pradesh
Juno Joule entered into a strategic partnership with Select Energy Germany GmbH to co-develop an export-focused green hydrogen and ammonia facility in Andhra Pradesh, India, on May 23, 2025. The program aims to drive India’s ambitions to become a global hub of green hydrogen production.
The project aims to co-develop a USD 1.3 billion green hydrogen and ammonia export facility at the Mulapeta Port in the Indian state of Andhra Pradesh.
The facility is expected to be operational by 2029 and manufacture up to 180 KTPA green hydrogen and one million tonnes per annum of ammonia. All of its power will come from solar, wind, and hydropower sources.
The initiative is expected to result in 5,000 – 6,000 jobs across Andhra Pradesh and Telangana, while helping to avoid 1.8 million tonnes of CO2 emissions per year.
This partnership strengthens India’s role in the global green hydrogen value chain," said Rayapati, noting its alignment with the objectives of India’s National Green Hydrogen Mission.
At the World Hydrogen Summit 2025 in Rotterdam, Nagasharath Rayapati, CEO of Juno Joule Green Energy, and Felix Danger, Managing Director of Select New Energies GmbH, signed a Memorandum of Understanding (MoU) formalizing the venture. The project will drive technology excellence and global market accessibility, enabling the state of Andhra Pradesh to become a major player in the international global value chain of green hydrogen.
PM Modi unveiled projects worth more than INR 53,400 crore in Bhuj, relating to renewable energy, ports, and regional development
On May 26, 2025, Prime Minister Narendra Modi laid the foundation stone and inaugurated development projects worth INR 53,400 crore in Bhuj, Gujarat. These initiatives will enable Kutch to emerge as an integral centre of trade and tourism and a sustainable and limitless growth centre across sectors through renewable energy development and the development of infrastructure and port.
PM Modi laid the foundation of a green hydrogen plant at Kutch using exactly Made in India technology, and reiterating that Kutch is very much in the picture as far as India’s clean energy future is concerned.
Kutch is emerging as a global green energy hub, and one of the world’s largest solar projects has been designated a key green hydrogen hub.
Green Energy Infrastructure: Transmission projects of immense scale with grid connectivity being undertaken to evacuate power from the Khavda Renewable Energy Park in support of India’s green energy ambitions.
Expansion at Kandla Port to develop port and maritime trade and logistics capabilities to enhance port and maritime logistics.
Inauguration of a series of road and water infrastructure projects for transportation and connectivity to stimulate regional development and enhance economic activities.
Together, these initiatives represent a transformative stage in India’s clean energy regime. In the multi-pronged approach to energy sustainability, the country has invested in electrolyser manufacturing, international export ventures, and joint research programs. India is not only aiming for domestic decarbonization but also has significant backing from both the public and private sectors to position India as a global supplier of green hydrogen. India’s strategic vision of a greener, more resilient future is strengthened by work on projects across Gujarat and Andhra Pradesh, along with EU collaboration.
